HL7 outgoing message queues.  The routine is called as part of the queue
preparation in PREPQUE^VPSSEND and removes VPS message IENs of purged message
from file #778.

3/17/15-MM:  VPS withdrew its request for ICR #6177.
Carolyn's response is below:

After further review, the VPS developers have decided, for optimum resource
utilization, it is better to let the HLO/HL7 background processor transmit VPS
HL7 messages . Since the background processor handles the transmission and
purge functionality, VPS will not duplicate that functionality, therefore VPS
withdraws its requests to use  DOWORK^HLOCLNT, CLOSE^HLOT, DEQUE^HLOQUE, and
SETPURGE^HLOAPI3, ICRs 6123, 6124, and 6177.

However ICR requests 6122 and 6176 are still required.
