This function call has been left for backwards
compatability and is superceeded by EN1^VAFHLZEL.  This function call is
designed to build the HL7 ZEL segment.  This segment contains VA-specific
patient eligibility  data.  Because a patient can have more than eligibility,
the ZEL segment for the patient's primary eligibility will be the output of
the function call and all other eligibilities will be returned in the array
VAFZEL.  Because this call was not designed to accomodate a segment length
greater than 245, sequence numbers 1 to 24 are the only fields supported.

Notes: All fields will be returned with the primary eligibility
: Eligibility Code, Long ID, and Short ID will be the only
fields returned for other eligibilities
: VAFZEL is initialized (KILLed) on entry

This procedure call is designed to build the HL7 ZEL
segment.  This segment contains VA-specific patient eligibility data.  Because
a patient can have more than one eligibility, the ZEL segment(s) will be
returned in the array VAFZEL.  This call superceeds $$EN^VAFHLZEL because it

4/25/18-MM:  Information in VASI states expansion of SQWM and
any further deployments are halted. VASI states 5/20/16: "Per an announcement
on 9/26/14 by Teresa Cullen, the VHA Chief Medical Information Officer, VHA
leadership decided to halt expansion of SQWM and any further deployments. All
sites will continue to use the current VistA Surgery Package. A transition
plan will be underway to get the Baltimore, the Portland and the Spokane sites
off of the SQWM COTS version and back to Vista." The Surgery Quality and
Workflow Manager (SQWM) tracks surgery patients through pre-surgical process,
scheduling surgery, and peri-operative period. Also provides data for National
Surgery Quality Improvement Program (NSQIP) & Continuous Improvement in
Cardiac Surgery Program (CICSP).  Mike Montali said patches SR*3*179, PRE-SQWM
IMPLEMENTATION, and SR*3*180, SQWM INTERFACE IMPLEMENTATION, were backed out
and never released nationally.  ICR requests for SQWM are withdrawn.
